## Overview

**Skills Analytics** shows where learning investment goes across your organization: which knowledge areas, skills, and tools people are actually learning, which teams are investing in what, and how that changes over time.

Tagged learning activity rolls up to the **Learning Graph**, so external courses, internal learning, and development plan goals all count against the same set of knowledge areas, skills, and tools. Activity with no tag is left out.

## The Learning Graph

Everything a person can learn sits in a three-level chain. There is no fourth kind of learnable thing.

| Level         | What it is                                                                            | Examples                                                  | Rule                                    |
| ------------- | ------------------------------------------------------------------------------------- | --------------------------------------------------------- | --------------------------------------- |
| **Knowledge** | A field you study — a discipline with its own theory, taught in courses and textbooks | Statistics, Distributed Systems, Agentic AI | The top of the chain |
| **Skill** | An activity you perform and get better at by doing | Query Optimization, Incident Response, Prompt Engineering | Belongs to at least one knowledge field |
| **Tool** | A software product, platform, or service with a vendor behind it | Snowflake, Terraform, Claude Code | Teaches at least one skill |

The chain reads in both directions. Downward, a discipline breaks into skills a person can go and do. Upward, a tool someone used tells you which skill, and which field, that was evidence of.

**One question settles every disputed case:** is it a subject you could study as a field, or an act a practitioner performs? A bare noun naming a subject is knowledge. A nominalized action is a skill, even when a textbook or a job title of that name exists. "Platform Engineering" is a skill, however many Platform Engineers there are. If it has a vendor and a logo, it is a tool.

## How it works

Skills Analytics counts learning activity from three sources and maps each one to the Learning Graph:

* **External Courses** — learning requests for third-party courses, including budget spent, plus third-party content a person started on their own without a request
* **Internal Learning** — Juno courses and events
* **PDP Goals** — skills targeted in [development plans](/development/personal-development-plan). A goal counts once it is committed, not when it is started or completed.

**Only engaged learning counts.** Learning someone was assigned but never opened does not count — only what they completed or started does. Assignment is not evidence of capability. When you report on a team, say what was assigned or what was completed, and never blur the two.

## Filter bar

The filter bar stays at the top as you scroll and applies to the whole tab.

| Control                             | What it does                                                                                                                                                                                                                                                    |
| ----------------------------------- | --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |
| **Total Activities / Unique users** | Switches the heatmap, Skills Over Time, and the export between activity records and distinct people. Top Skills by Source always counts activities. |
| **Date range** | Sets the window. Default is the last 365 days. |
| **Filter By** | Narrows the data by user attributes (department, location, job title, and more) and by groups. Optionally excludes inactive users. |
| **Clear filters** | Appears only when a filter is active. One click back to everyone. |
| **Export** | Downloads an Excel workbook with three sheets: `#1-Top Skills`, `#2-Heatmap`, and `#3-Skills Over Time`. The Top Skills sheet is not a copy of the cards: it lists every tag at every level for each source, follows the count toggle, and has no spend column. |

<Note>
  With source **All** and **Unique users**, each source's distinct count is added together, so a person active in two sources is counted twice.

## Top Skills by Source

Three cards, side by side, each showing the top ten tags for one source.

The **Knowledge / Skills / Tools** toggle switches all three cards between the levels of the Learning Graph. Knowledge rolls everything up to the field. Skills shows the activities being built. Tools shows which vendor products people are learning.

| Card                  | Options                             |
| --------------------- | ----------------------------------- |
| **External Courses** | **Activities** or **Budget Spent** |
| **Internal Learning** | **All**, **Events**, or **Courses** |
| **PDP Goals**         | Activity count                      |

<Note>
  On **Budget Spent**, a single request tagged with several skills counts its full cost under each of them. The total shown can exceed what was actually spent.
</Note>

## Skill Investment Heatmap

Crosses your groups with tags. Rows are groups, columns are tags — knowledge, skills, and tools can mix — and the darker the cell the more activity.

* **Group by** Department, Location, or Job Title
* **Pick tags** — at least three. The eight most active are selected by default.
* **Choose a source** — All, External Courses, Internal Learning, or PDP Goals
* **Select a cell** to open that group's breakdown by source

***

## Skills Over Time

Plots monthly activity for up to three tags. By default you see the top three. Switch the source to see which channel is driving the trend.

***

## Skill Assessment Heatmap

Shows **ratings, not activity**: how people were assessed on competencies or skills, by group.

* **Competencies** or **User Skills** — which entity to rate
* **Self**, **Manager**, or **Combined** — whose ratings to show
* Every score is rescaled to a **0–10 scale**, so different rating scales can be compared. Hover a cell to see the original scale and how many people were rated.
* Select a row to drill into that group

<Note>
  If you don't see the Skill Assessment Heatmap, ask your Juno contact to enable it for your organization.
